About the site

Moto are proposing the following for a new HGV park at junction 2A of the M26:

Purpose built high-quality amenity building design.

Access via a new purpose built roundabout and junction.

Extensive landscape screening to reduce visual impact.

Well-lit and secure parking with CCTV and 24 hour surveillance.

Sympathetically designed lighting to reduce light spill.

Up to 200 HGV parking spaces.

Why here?

Whilst the site is within the Green Belt, it is situated outside of the Area of Outstanding Natural Beauty (AONB). There is a specific need for additional HGV parking in Kent, and this site is uniquely placed to address the identified need. There are special circumstances which allow development on Green Belt, some of which are clearly outlined below.

They include:

  • The national and regional need for secure HGV parking.

  • The identified need by Kent County Council for overnight HGV parking in Kent and the Wrotham area.

  • The site’s suitability to meet that need due to a substantial lack of alternative locations.

The proposed site is well positioned to address the identified needs with limited social, environmental and highways impacts. Visual impact of the Green Belt will also be limited due to additional planting and landscaping, as well as the retention of existing hedgerows and trees where possible.

 
 

Why do we need an HGV park?

There remains an urgent and unmet need for HGV parking facilities with adequate welfare provision in Kent.

Existing facilities in the county are full most nights and as a result, turn vehicles away.

The National Survey of Lorry Parking 2022, prepared for by AECOM for the Department of Transport, highlights a national shortfall in the provision of on-site parking facilities. The South East of England was found to be at a critical level of capacity.

Inappropriate HGV parking or ‘fly parking’ leads to damaged roads, kerbs and verges, environmental health issues (human waste), and litter and noise pollution which are all heightened when close to residential areas.

It is therefore essential that HGVs are parked at managed sites with adequate driver facilities, away from residential areas and close to the strategic road network.
